The Network Administrator (You) create these pools from the addresses you have
The DHCP Server then Leases the Addresses it has to DHCP Clients requesting an Address
The Network Administrator (You) determine and configure the length of the lease
The Client gets an Address from the Server in a 4 Step Process:

Request
Acknowledge
